Description
The purpose of this study is to analyze the characteristics of application of private funds in the supply of rental housing in France, Netherlands and Germany, which are major EU member states. These countries have a long history of supply and operation of rental housing. In particular, not only the public sector but also the private sector plays an important role in the supply of affordable rental housing in these countries. However, these countries have their own unique characteristics in the supply and operation of rental housing. In terms of private rental housing supply entities, in France and Netherlands, non-profit social enterprises lead the private rental housing supply, while in Germany, individuals account for a greater share of private rental housing supply. In terms of the characteristics of utilization of private funds in the supply of rental housing, funds through the Livret A savings deposit loan account for the largest portion in France, in addition to corporate employee funds, cross-subsidies, etc. In Netherlands, cross-subsidiary methods through profit businesses are commonly used as public subsidies for social housing are reduced after the brutering measures. From these analyses, in the case of major EU member states, various methods of private capital are utilized in the supply of affordable rental housing, which is linked to the historical context of the supply of rental housing in each country.
