With the acceleration of China's urbanization process and the frequent occurrence of natural disasters, public health and other emergencies, traditional low-income housing mainly meets the long-term living needs of residents, but it is often difficult to meet the needs of temporary refuge and emergency resettlement in emergency situations. Xi 'an, as China's new first-tier city.On the one hand, it has experienced the influx of a large number of vulnerable people such as new citizens, young people and migrant workers, and on the other hand, it faces problems such as unreasonable layout of affordable housing and insufficient supporting facilities.In order to ensure the housing needs of this group and cope with emergencies, how to build a "dual use at both peace and emergency times" affordable housing system has become the focus of current research. Temporary urbanism emphasizes the flexibility of time and space, which is in line with the demand for "dual use at both peace and emergency times" affordable housing.Therefore, from the perspective of temporary urbanism, this paper takes Xi 'an city as an example, analyzes the current characteristics of affordable housing and identifies the spatial distribution rules of affordable housing through the use of Arc GIS spatial analysis tools and other technical means.Finally, combining the two dimensions of "peacetime" and "urgent time", it explores the path of "dual use at both peace and emergency times" affordable housing from five aspects of "specific groups, space utilization, housing supply, emergency transformation, and community governance". Solve key problems such as "for whom to build, how to build, how much to build, how to use, how to manage". The purpose of this paper is to alleviate the housing difficulties of vulnerable groups and enhance the ability of urban housing to cope with major public emergencies. In addition, the research results not only provide a scientific basis for the formulation and implementation of affordable housing policies in Xi 'an, but also provide valuable experience and inspiration for other cities in building resilient cities and realizing sustainable housing development.
