Description

Millions of people are displaced every year due to extreme weather events caused by climate change. In 2020, 40.5 million people had to migrate, the highest figure of the last decade. It is estimated by climate change scenarios that this figure will be much higher in the coming years. Internationally, climate change policies have started to develop since the beginning of the 20th century and many conventions and decisions have been put forward until today. As a growing phenomenon of the 21st century, migration due to climate change has been included in climate change and migration policies later. These internationally binding policies will be realised with the harmonisation and targets developed by the party countries at the national and local governments level. Within the scope of the study, the impact of international policies on Turkey's legal administrative framework has been evaluated especially in the context of migration policies. In this sense, the EU Climate Change Framework (and the Paris Agreement) and the UNDRR Sendai Risk Reduction Framework are two important documents that shape Turkey's national policies. In the study, it has been observed that the legal administrative framework in Turkey has developed on two main axes, namely climate change adaptation and disaster risk reduction, and that the Ministry of Environment, Urbanisation and Climate Change and Disaster and Emergency Management Presidency AFAD have a key role here. The strategies and action plans put forward under the leadership of these two institutions address migration due to climate change with concepts such as human mobility and mass migration and set targets for target (host) and source regions. However, the issue of climate migration and climate migrants, which has not yet been clarified even at the EU level, has areas that need to be developed in Turkey, which is trying to harmonize with the EU, such as the relationship with spatial plans in the legal administrative framework, the financing model at the local level, and cooperation between institutions.
