Abstract
Integration of the spatial planning systems between EU member states and candidate countries remains a critical challenge in fostering territorial cohesion, particularly in the fringe regions. The existing socio-economic conditions, historical and cultural legacies, techno-political dynamics, and diverse governance structures contribute to a complex and multidimensional regional territorial capital. Understanding these elements within their local contexts, alongside assessing the extent of Europeanisation processes in existing planning systems, is essential for achieving territorial development through integration and cohesion.
The paper’s objective is to provide a structured and solution-oriented process on territorial cohesion and regional cooperation by considering most relevant territorial capital structure/dimensions and assessing the capacities for integrating spatial planning systems within the framework of existing EU policies and instruments.
Based on a short conceptual introduction of territorial capital understanding, the first part of the study examines the various components of territorial capital in the nation-states of the South Balkans, establishing local conditions as a precondition for development. The second part presents a comprehensive indicator system, developed for an evidence-based Spatial Planning System Integration process. This research adopts a process-oriented methodology, based on qualitative indicators to assess the current state of integration, to identify key gaps and dimensions, and to propose a framework for enhancing spatial integration and territorial cohesion between EU member states and candidate countries. In order to achieve this goal, we develop a set of key indicators supporting the process of spatial planning integration. Different types of indicators are introduced capturing the status-quo of most relevant territorial capital dimensions and in particular the quality of planning integration activities.
The proposed methodology enables highlighting some of the critical aspects of spatial planning integration, and providing evidence-based, effective decision finding support for cohesive development across regions and national borders. Consequently, this study provides policymakers and planners with a practical tool for assessing and improving spatial planning integration. Finally, while the case study focuses on the South Balkans, the framework offers scalability to other EU peripheral regions, contributing to broader discussions on territorial governance and integration.
