Description

As urbanisation continues, cities face numerous natural and social risks, such as natural disasters, ecological risks, public health risks and social stability risks. These risks pose a serious threat to the development of cities, and there is an urgent need to establish a complete integrated urban disaster prevention system. The emergence of the concept of resilient cities provides a new approach to urban disaster prevention and has become the main goal of urban planning and development at home and abroad. The construction of resilient cities is of great significance in enhancing the ability of cities to cope with risks and promoting sustainable urban development. Through scientific planning of comprehensive urban disaster prevention system, it can improve the resistance and adaptability of the city, reduce the impact of disasters on the city, and provide reference for urban and rural planning related research. This paper mainly focuses on the urban and rural safety disaster reduction strategy under the theory of resilient city as the research object, and explores the application of resilient city in urban and rural safety disaster reduction through the review and analysis of the conceptual development, theoretical research, and construction practice of resilient city at home and abroad. This paper adopts the literature review method to sort out and analyse the relevant research on resilient cities at home and abroad. At the same time, the strategy of resilient cities in urban and rural safety and disaster reduction is proposed in combination with the principles of disaster prevention and reduction. Specific methods include the comparative analysis method, which is used to compare the characteristics and focus of attention of resilient city construction practices at home and abroad, and the inductive-deductive method, which is used to summarise the characteristics of disaster response of resilient systems and the disaster mitigation strategies of resilient cities. Through in-depth research on the theory of resilient cities, this paper summarises the concept and connotation of resilient cities as well as domestic and international construction practices. Based on the principle of disaster resilience, this paper proposes strategies for resilient cities in urban and rural safety disaster reduction, including traditional disaster reduction, community disaster reduction, the application of urban intelligent technology, and urban management model mechanism planning strategies. These strategies are of great significance for improving the resilience of cities and reducing the impact of disasters on cities, and provide useful references for urban and rural planning related research and practice
