The contemporary debate on urban policy governance places increasing emphasis on the ability of public authorities to balance market pressures with environmental and social goals, such as land value capture mechanisms, urban regeneration, green urbanism, and collaborative land governance models. However, conventional planning tools frequently prove inadequate when confronted with challenges necessitating enhanced flexibility and adaptability to socioeconomic and environmental shifts.
This research introduces an innovative value-capture model designed to address critical challenges within contemporary urban planning. The model focuses on the regeneration of urban building stock while promoting the sustainable use of resources and enhancing the involvement of private stakeholders in transformation processes. By redefining the operational roles of public authorities, the model improved dynamics and collaboration among public institutions, private developers, and financial entities. It accomplishes this by linking the reinvestment of captured value to the financing of collective services, the enhancement of both public and private assets, and the revitalisation of degraded urban areas.
The efficacy was demonstrated through its application in a case study of an urban plan for a medium-sized city in northern Italy. The study revealed that the model exhibited superior performance in comparison to conventional mechanisms, a consequence of its dynamic nature, which is based on the real estate market.
The results indicate that this model facilitates adaptation to local particularities, thereby stimulating interventions in areas exhibiting the most significant development needs. Furthermore, it ensures a balance between market demand and public interests.
This new model promotes a progression towards more equitable, flexible and sustainability-oriented urban planning, providing both practical and theoretical insights to enhance urban regeneration processes and optimise the allocation of resources in future urban settings.
