Description

Following planning fragmentation and the withdrawal of state intervention, strategic spatial planning has been established since the 1990s, as a new type of comprehensive planning, based on participatory territorial governance. In the 2000s, spatial planning witnessed a neoliberal shift while the outbreak of various crises highlighted contemporary challenges that metropolitan areas are faced with. Noteworthy are the economic crisis and climate change but also the pandemic and the energy crises, thus raising the need for resilience. In this context, the question arises as to how strategic spatial planning promotes adaptation to the various crises and enhances metropolitan resilience.
Since the 1990s in a world of rapid urbanization and territorial competition metropolitan areas have been a preferential field of strategic spatial plans. In recent years the notion of resilience has been widely adopted by metropolitan level strategies, especially due to global level resilience networks. At the same time, these areas adopt climate adaptation strategies to be better prepared for rising risks triggered by climate change. This concern has been accentuated after several cases of catastrophic events in metropolitan areas, as is the case of Sandy hurricane, New York.
In this context the question arises as to how traditional strategic spatial plans are related to climate adaptation strategies at the local level, as well as how these plans incorporate the climate dimension to promote the resilience of metropolitan areas. Moreover, how climate adaptation is mainstreamed in strategic spatial plans and is finally promoted by specific actions. This paper examines the above issues in three Mediterranean cities from Greece, Spain and Italy, and tries to examine the evolution of strategic planning practice in the era of climate change .
