This study evaluates the implementation of resilience strategies in two urban projects in Villeneuve-Saint-Georges: the ZAC Centre-Ville and the Renaturation de l'Yerres. Utilizing a mixed-methods approach, including document analysis, interviews, and qualitative assessment, the research uncovers important understandings regarding the effectiveness and limitations of these resilience measures.
The analysis reveals several critical findings: (1) The ZAC Centre-Ville project exhibits considerable gaps in resilience principles, particularly in flood risk management, failing to comply with established guidelines and increasing vulnerability. (2) The Renaturation de l'Yerres project, while aligned with ecological goals, faces challenges in community engagement and participation, underscoring the need for better integration of social dimensions. (3) Socio-economic factors, such as high poverty and informal housing, exacerbate vulnerability and impede resilience efforts. (4) Financial constraints and the lack of legal mandates for resilience investments pose significant barriers to effective implementation.
The study highlights the necessity for enhanced compliance with resilience standards, a more holistic and systemic planning approach, and greater consideration of socio-economic factors. Recommendations include advocating for stronger policy frameworks, securing investment through clearer communication of benefits, and fostering inclusive planning processes that involve all stakeholders. These findings provide a framework for improving urban resilience strategies, ensuring they are both effective and equitable in addressing the diverse challenges faced by cities.
This research contributes to a deeper understanding of urban resilience dynamics and offers actionable insights for policymakers, planners, and communities seeking to enhance their adaptive capacity in the face of evolving risks.
