Economic Base Theory has historically provided urban planners with a conceptual model to understand the economic dynamics of cities and regions. It distinguishes between basic (export-oriented) and non-basic (local-serving) activities, emphasizing the role of external income in driving local economic growth.
While the Theory had a direct influence on urban planning in the first half of the century, its direct use has waned, being concurrently corrected and refined as a descriptive model at the level of geographical economics.
This paper seeks to understand whether there are new possibilities for applying EBT in the field of territorial planning and local development for territories that are defined in the literature as "left-behind".
The Economic Base Revised model proposed by Davezies and Talandier is considered, which includes various external wage and non-wage sources, recognizing that a region's economic growth is not solely dependent on its export performance.
The speculation is carried out by performing an analysis of the economic bases on the case study of the Ascoli Piceno Inner Area. Italian inner areas are particular cases of Left-Behind places in Italy that have a specific cohesion policy that defines them based on the physical distance from service delivery centers.
This policy has suffered in its action programs from a lack of a well-defined territorial economic diagnostic methodological framework in describing the territories, which have often sought largely incoherent and ineffective local development.
The analysis of the economic bases in the territory thus shows substantial differences in the distribution of economic flows between poles and inner areas, demonstrating how, in fact, inner areas are places where the public sector has given up investing.
The paper concludes with a series of methodological proposals to facilitate the use of such analysis within local development tools in the territories.
