Under the background of “multi-planning” of national spatial planning, the village development in Beijing faces systematic dilemmas such as resource mismatch, industrial fragmentation and inefficient public services under the traditional single-village planning model. Based on the theory of spatial governance and the framework of new regionalism, this study proposes a four-pronged optimization strategy for village development based on the spatial heterogeneity of the capital city's rural territorial system (peri-urban fusion area, plains production area, and eco-cultivation area), which consists of four components: institutional supply, marketization of factors, spatial justice, and digital empowerment. Through the construction of “1+N+X” three-level collaborative planning system, innovation of ecological credit trading, cultural capital securitization and other policy toolkits, and the combination of GIS spatial analysis and Actor Network Theory (ANT) methodology, the study reveals the mechanism of urban-rural factor convection dynamics. The empirical study shows that the “digital agriculture + carbon sink economy” composite model (Miyun pilot) in the primary production-led area can realize a 27.6% increase in the intensive land utilization rate, while the “host-guest sharing index” evaluation system in the tertiary production-led area (Mentougou cultural belt) can reduce the cost of public services by 34.5%, and the “host-guest sharing index” evaluation system in the tertiary production-led area can reduce the cost of public services by 34.5%. Public service costs can be reduced by 34.5%. The study further proposes a “15-minute rural service circle” facility configuration standard and a “Beijing suburban intelligent rural cloud platform” governance structure, which solves the problems of asymmetric flow of urban and rural elements and the stagnant transformation of ecological value. The results fill the theoretical gaps in the collaborative development of the countryside in northern mega-cities, and provide the capital city with both institutional innovation and technological adaptation for the revitalization of the countryside in mega-cities.
